You are looking at a new Clock Spring that I bought for backup and never used, it is for 2005-2010 Chrysler 300, 2005-2008 Dodge Magnum, 2006-2008 Dodge Charger. It is new and has been stored in its original plastic bag.

Please check on the Dorman website for specifics, on tilt and telescopic steering column, some might take another part
number.
The third picture is the instruction sheet for installation.
